Service Description: This service will find the nearest water quality sample point in the Tucson Water service area. User supplies the x and y coordinates (in coordinate system -- NAD 1983 HARN StatePlane Arizona Central FIPS 0202 Feet Intl (WKID: 2868 Authority: EPSG)) and the service will return the sample point name, the distance from user x/y. The tool limits the nearest sample point to the water quality zone that the user's x/y falls.
